Chuck Anderson - 19 years old freelancer. He is an artist by nature and he is doing commercial, personal, and privately commissioned work for national and international clients and buyers. His artwork really attract me by there brightness and impetuosity. Chuck playing with all colors of rainbow and I like the way he doing it. I’m glad I found him, because his works can greatly increase art experience and give some bright inspiration! Also I found an interview with Chuck.

No I don’t have. It’s not very difficult: special brushes, different blending modes, contrast and so on. Check psdtuts.com there are few tutorials about creating bright effects and light flashes. You can have a look on my examples of similar effect:
